HELD ON THURSDAY, JUNE 9, 2005 1:00 PM

AT THE COMMUNITY CENTER IN SAID TOWN

The Supervisor called the meeting to order at 1:01PM. The Town Clerk took the roll call. 


Councilman Copperwheat stated that Councilman Sullivan was unable to attend this meeting because he did not have anyone to cover for him at his office.


The Supervisor invited all in attendance to recite the Pledge of Allegiance to the Flag.


The Supervisor stated that the purpose of this meeting was to secure a grant for a municipal waste reduction and recycling program.  This was tabled until the Highway Superintendent arrives.


Resolution

Summer Employment

June 9, 2005

Motioned by Councilman Copperwheat

Seconded by Councilman Brooks

WHEREAS, the Town Board agreed to hire nine (9) part-time summer employees, and

WHEREAS, the following will be hired as Recreation Attendants at a rate of $6.41 per hour; Brittany Tarskowski, Christine Fortnam, Christopher Mandy, Matthew Lamb, Kathleen Sendzuk, Caitlin Adsit, Peter Dellerba, Joshua Lamb, and

WHEREAS, the Town Board agreed to re-hire Shawn Furner as Park Maintenance at a rate of $8.52. per hour.

All voted aye.

Motion carried.

Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board agreed to send a letter of intent to Oneida Herkimer County Solid Waste Authority regarding trash hauling.

All voted aye.

Motion carried.


Sal Granato explained the detailed of a 50% reimbursement grant he applied for in 2003 with DEC.  Sal asked for the following resolution.

Authorizing the filing of an Application for a

State Grant-In-Aid for Municipal Waste Reduction and/or

Recycling Project and Signing of Associated State Contract,

Under the Appropriate Laws of New York State.

Motioned by Councilman Gibbs

Seconded by Councilman Copperwheat

WHEREAS, the State of New York provides financial aid for municipal waste reduction and municipal recycling projects; and

WHEREAS, the Town of Whitestown, herein called the MUNICIPALITY, has examined and duly considered the applicable laws of the State of New York and the MUNICIPALITY deems it to be in the public interest and benefit to file an application under these laws; and

WHEREAS, it is necessary that a Contract by and between THE PEOPLE OF THE STATE OF NEW YORK, herein called the STATE, and the MUNICIPALITY be executed for such STATE Aid;

NOW, THEREFORE, BE IT RESOLVED BY, the Town Board of the Town of Whitestown,

  1. That the filing of an application in the form required by the State of New York in conformity with the applicable laws of the State of New York including all understanding and assurances contained in said application is hereby authorized.
  2. That Sal Granato, Highway Superintendent is directed and authorized as the official representative of the MUNICIPALITY to act in connection with the application and to provide such additional information as may be required and to sign the resulting contract if said application is approved by the STATE;
  3. That the MUNICIPALITY agrees that it will fund its portion of the cost of said Municipal Waste Reduction and/or Recycling Project.
  4. That the MUNICIPALITY or MUNICIPALITIES set forth their respective responsibilities by attached joint resolution relative to a joint Municipal Waste Reduction and/or Recycling Project.
  5. That the resolution shall take effect immediately.

Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board agreed to advertise for the 2005 Road Paving Project, and it is

FURTHER RESOLVED, that the Town Clerk at 8 Park Avenue, Whitesboro will receive bids on July 20, 2005 by 3:00PM and opened the same day at 7:00PM at the Whitestown Community Center, 1 Championship Way in said Town.

All voted aye.

Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board agreed to advertise for a Packer Truck and Street Sweeper, and it is

FURTHER RESOLVED, that the Town Clerk at 8 Park Avenue, Whitesboro will receive bids on July 20, 2005 by 3:00PM and opened the same day at 7:00PM at the Whitestown Community Center, 1 Championship Way in said Town.

All voted aye.

Upon the motion of Councilman Brooks, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board authorized Jack DelMonte and the Election Custodians Ron Cyr and Brian Singleton to attend a two (2) day training class on voting machine maintenance in Colony, New York, and it is

FURTHER RESOLVED, that the Town Board authorized to pay the registration fee of $160.00 per person and the lodging of $54.99 per night.

Resolution

Authorizing Voting Machine Service Center

To Service and Repair the Voting Machines

June 9, 2005

Upon the motion of Councilman Brooks, seconded by Councilman Copperwheat, discussion was had by Councilman Copperwheat questioning the cost of this service.  Councilman Brooks stated it is hard to get a specific cost and that they recommended three (3) machines have counters replaced and that is $47.19 per counter plus the cost to show up and he believes they could save money scheduling them earlier rather than closer to Primary Day, the cost might be less rather than asking for an emergency repair.  Councilman Brooks stated that he hopes the State and County would get together and come up with another process.  Councilman Brooks stated that he wants to do everything we can to make sure the training and service is done in the best order prior to Primary and Election Day, therefore it is

RESOLVED, that the Town Board agreed to authorize Voting Machine Service Center to perform the necessary and appropriate services and repairs of the voting machines.

All voted aye.

Upon the motion of Councilman Brooks, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board authorized to pay Kowalski Flowers, Oriskany Blvd., a total of $770.00 for the Memorial Day flowers and wreaths.

All voted aye.

Upon the motion of Councilman Copperwheat, seconded by Councilman Gibbs, it is

RESOLVED, that the Town Board authorized the Supervisor to execute the 2005 Youth Hockey Agreement.

All voted aye.

Motion carried.


The Supervisor discussed a bill regarding a change of law in the civil service practice.  This issue was tabled.  Also, a discussion was had regarding a parade that will be held this Saturday on Route 69 to the American Legion.


Upon the motion of Councilman Copperwheat, seconded by Councilman Brooks, it is

RESOLVED, that the Town Board authorized the Highway Superintendent and Police Chief to review the corner of Washington Drive and Shepard Place in Yorkville for a stop sign.

All voted aye.

The Supervisor stated that he would like to enter into executive session for a personnel issue.


The Highway Superintendent referred to a letter from Paul Romano regarding replacing gas filters at the landfill.  This issue was tabled for the next meeting.


Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board enter into executive session at 1:24PM to discuss a personnel issue.

All voted aye.

Upon the motion of Councilman Gibbs, seconded by Councilman Brooks, it is

RESOLVED, that the Town Board ended executive session at 1:57PM.

All voted aye.

Motion carried.


Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board enter into executive session at 1:57PM to discuss litigation.

All voted aye.

Motion carried.



Upon the motion of Councilman Gibbs, seconded by Councilman Copperwheat, it is

RESOLVED, that the Town Board ended executive session at 2:07PM.

All voted aye.

Motion carried.


There being no further business to come before the Town Board, upon the motion of Councilman Copperwheat, seconded by Councilman Gibbs, the meeting was adjourned at 2:07PM.
